The Washington City Council passed a measure on Tuesday that would move the District of Columbia one step closer to decriminalizing marijuana.

The 13-member council supported a decriminalization proposal 11-to-1 in the first of two votes.

The core bill aims to decriminalize marijuana for most private uses and lower the punishment for using the drug in public in the nation's capital.

It is expected to become law because it has the support of a majority of council members and Mayor Vincent Gray.

The council will now address amendments before holding a final vote as early as February 18.

But Congress may have a say in the matter because it has oversight over D.C. laws.
