Terry Mijares, Cesar's friend of 14 years, described him as a friendly person who loved to joke around.
"He was special. That special angel that you could always count on," she said.
Terry said she and Cesar met at a night club. Cesar complimented her dancing and asked her to teach him how to dance. She agreed, and their friendship blossomed from then on. She said he loved music, loved to dance and loved his motorcycle, but she said nothing was more important to Cesar than his family.
"He just loved friends; he loved family, his parents, his sister. He was very family oriented," Terry said.
The last time she talked to him was Christmas Day.
"He was making tamales and eating menudo at home. His family was his world," she said.
On Facebook, Cesar's sister, Jacqueline posted, "My teddy bear!!!!!!!! My friend, my brother, my strength, my heart and soul, my everything. I LOVE YOU soo much. I miss you deeply."
Cesar, an avid motorcyclist, worked at Fred Loya Insurance for several years. Terry said he often told her he loved his job because he was able to travel.
Liz Mendoza posted on Facebook, "RIP Cesar, you will be missed here at work. You always had a smile and always said hi to everyone. So sad to see your desk empty."
Fred Loya Insurance confirmed Cesar was working at the time of the deadly crash. The company has not released an official statement.
News of Cesar's passing spread quickly on social media, and there was an outpouring of support and condolences.
Cesar posted on his Facebook page that his grandmother passed away one week ago. He was set to be a pallbearer at her funeral, which was scheduled one day after the deadly crash.
Relatives organized a candlelight vigil at 7 p.m. Friday evening at the site of the crash on the 10900 block of Vista Del Sol and Vista Lomas.
