Manhatten Heights alleged rapist has previous conviction

El Paso police arrested Arturo Valtierra Payan Tuesday night. The 24-year-old allegedly broke into homes in the Manhattan Heights neighborhood and raped three women before stealing several items from the homes. He allegedly tried to attack a fourth woman, but she fought him off.

Local 4 News has learned Valtierra Payan was charged and sentenced back in 2009 in a Mexican Federal Court for having possession of a firearm without a license.

A judge gave him two years in prison and a $211 fine.
At this point Valtierra Payan is charged with one count of burglary of habitation and police said additional charges are pending.
