A roofer is arrested after not paying one of his workers, in what's being called a "landmark" case.

A grand jury indicted John Najera, 51, owner of Sun-City Roofing on criminal wage theft.

Investigators say a man was promised more than $2,000 to replace a woman's roof.

When it came time to get his pay, Najera allegedly reneged.

Najera faces jail time and restitution if convicted.

He'll be arraigned May 2.
